A more serious complication has arisen over a
newly started Chinese newspaper, the
whose proprietors are a Hongkong registered company,
directors Chinese and one American who signs here as
Chairman of Board of Directors. When it was proposed
to start publication on premises on our Extension, I
warned this managing director, Frost, to be careful
not to let his Chinese editor write seditious or
libellous articles. Frost assured me that he would
have everything inserted in the columns of the paper
